must act under the control and direction of the Court yet
complaints against his action can only be dealt with by
the Court upon formal complaint and after taking evidence. -

The Chief Justice under Section
C
74 may make rules for regulating the practice and proce-
-dure; the duties of the various Officers, etc.; but such
rules must be approved by the Legislative Council.
Again the Registrar is Official
Trustee and under Ordinance 5 of 1901 he is vested with
powers entirely appertaining to his office.
He is also Registrar of Companies.
The Rules of Procedure under the
Ordinance made by the Chief Justice require the approval
of the Legislative Council (section 210) and the appoint-
-ment of the Registrar of Companies and the making of
regulations for the duties to be performed by such
Registrar are vested in the Governor (section 212).
Under Ordinances 9, 10, 11 and 16
of 1907, the Registrar as Registrar of Companies has
various powers quite independent of the Chief Justice or
of the Supreme Court.
